Enabling Good Lives (EGL) – MidCentral Regional Leadership Group

Meeting – 6th September 2017

• Representing persons with disabilities: Martin Sullivan, Pete Allen, Antz Burgess, Rose Boddy and Rachael Burt (Note: the People First representative is likely to join the October meeting)

• Representing families: Selwyn Bennett, Zandra Vaccarino and Pip Brunn

• Representing providers: Carol Searle and Marshall Te Tau

• Representing Mana Whenua: Robyn Richardson, Lovey Hodgekinson and Wairemana Campbell

• Representing Pasifika: Pati Umaga

The majority of the first meeting was to enable people to share who they are, where they connect, what is important to them and what they bring to this group.

Some common themes included:

• The desire for social justice

• Battling complex social and system challenges (the need for change)

• Overcoming personal challenge

• Hope and optimism (seizing the moment – now is the time for positive change)

1. Where we are up to in the transformation process

Mark briefly overviewed the key outcome of the 2008 Select Committee Inquiry – increase choice and control for disabled people and families and the 2011 Enabling Good Lives Report – a whole of life approach, personal budgets (with a range of ways to manage them), access to Independent Facilitation (an ally to disabled people and families with no vested interest in the choices people make) and a focus on building good lives (not a focus on assessing deficits, set choices and services).    

Sacha O’Dea (Programme Lead, System Transformation) briefly spoke on the recent cabinet paper and key next steps.  This included:

• A description of workstreams and project working groups that will do the next step of detailed work described in the high-level design

• Each project working group is a mix of disabled people and families (at least 1/3^rd of the group), officials and others with specific expertise

• Individuals are invited to apply to participate in these groups.  This may be as a working group member or part of a virtual testing group.  Applications need to be received by the 8^th September. Information can be accessed through the Enabling Good Lives website i.e. www.enablinggoodlives.co.nz

• Material from project working groups will come to the MidCentral Regional Leadership Group (RLG) for review and input

• The next Cabinet paper is due December 2017.  This will include the main elements required in the MIdCentral region and associated costs

Linda Skates (Senior Communications Advisor, System Transformation) presented a description of the initial thinking associated with the ‘information front end’ project working group.  Members of the RLG were invited to contribute their thoughts.

Summary of discussions from Core Group meetings – 5/6 September 2017

Disabled Persons Core Group

• Members of the Core Group will host open meetings for disabled people in three or four locations e.g. Levin, Palmerston North and Woodville.

• The purpose of these meetings will be to provide information on Enabling Good Lives, the system transformation and find out from communities what they want in terms of on-going forums

• Linda Skates (Transformation Team) may be approached regarding the development of materials for these forums

Family Core Group

• Members of the Core Group will identify existing local family networks and request an invitation to speak at meetings

•  The purpose of these presentations will be to provide information on Enabling Good Lives, the system transformation and find out from families what they want in terms of on-going information and forums

• It was identified that some current materials could be adapted to be more accessible to families (language, format and key information points)

• Existing groups (face-to-face and social media) will benefit from family friendly information

• Explore the use of web based information in addition to face-to-face information sharing opportunities

Provider Core Group

• Core Group members will host several open forums for providers to provide information on Enabling Good Lives, the system transformation and find out  what providers want in terms of on-going forums

It was generally agreed at Core Groups:

• Support for members of the Transformation Team to initiate contact with key local groups and networks e.g. refugee and migrant community, local councils etc to form relationships, let people know what is happening and find out what type of on-going connection will be of most value

• It is important to have resource to actively engage with the wider communities on an on-going basis

• Materials need to be crafted in everyday language with awareness of the topics different groups are most interested in.
